Members of the Council are required to attend in person. Members of the press and public are also welcome to attend.

6. Financial matters
   1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
   2. To receive the Financial Summary to 31 October 2025
7. 2026/27 Budget
   1. To consider the 2026/27 Budget Monitoring Document
   2. To receive recommendations from the Finance Committee regarding the budget for 2026/27
      1. Revenue Budget 2026/27
      2. Capital Budget 2026/27
      3. allocation of £22,000 reserve funds to match grant funding for the project to replace the play equipment at Ryedale View
   3. To agree the budget for 2026/27 and determine the precept
8. Grass verge management
   1. To receive a report by Cllr Dowie on progress of the exercise to prep & seed the wildflower bank on 4 November
   2. To consider renaming the wild flower bank as “the Nature Area” in order that there is a clearer understanding of the purpose and management of the space
   3. To agree the date of the meeting to discuss options to improve biodiversity throughout the town and review the grass verge management, week commencing 2 February 2026 at 6pm in The Moorside Room
9. Kirkbymoorside 10k
   1. To receive correspondence from Friends of Kirkbymoorside Primary School
   2. To acknowledge receipt of thanks for support of the 2025 event and consider continued support of the event for 2026
   3. To consider and approve the cost of £1500 + VAT for traffic management charges for the 2026 event (budgetary provision agreed at minute 24097 dated 21 October 2024)
   4. To agree an appropriate response
10. Kirkbymoorside Gateway to the Moors Music Festival 2026
    1. To receive correspondence from Kirkbymoorside Community Support Group
    2. To consider support of the event by application to North Yorkshire Council for temporary closure of Church Street
    3. To consider the approximate cost of traffic management of £467.75 + VAT and appropriate cost code allocation
11. To consider the request by Water Tight Flood Resilience for the siting of stores at Kirkbymoorside sportsfield from January 2026 for flood recovery works at Kirby Mills
12. To receive a report on arrangements for the town Christmas decorations and expenditure authorised by the Town Clerk from cost code 5 (non-precept funds) in accordance with Financial Standing Orders
13. Councillor Training
    1. To receive the schedule of training webinars and agree attendance by Councillors
    2. To agree the allocation of charges, at £35 per webinar, to cost code 12 pursuant to Minute 20033
14. Moorside Room
    1. To consider use of the Moorside Room, at no charge, by St. John Ambulance for a Family “Save-A-Life” Evening in January 2026
    2. To consider recommendations for repainting of the Moorside Room
15. To agree the distribution of 6no. duplicate 'Kirbymoorside' suncatchers at a cost of £40 each to defray the original purchase cost
16. To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
17. To receive the Town Clerk's report
18. To receive the Town Mayor's report

20. Staffing
    1. To agree the date of the Staffing Committee meeting
    2. To appoint appraisers for the annual appraisal on the same date
21. To note the date of the next ordinary meeting of the Town Council on 15 December 2025 at 7.30pm in Church House
