1. To approve the draft minutes of the Ordinary meeting dated 16 February 2026
2. To receive the Events Committee Minutes and consider any recommendations

Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
Discussions with Councillors in respect of questions already posed, and any new matters
Financial matters
1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
2. To receive the Financial Summary to 28 February 2026
3. To agree appointment of the internal auditor for 2025/26 at a cost of £207
4. To note completion of the triennial re-enrolment and re-declaration with The Pensions Regulator
Sports Field Development - Phase I Build pursuant to Minute 25163 dated 19 January 2026
1. To receive the proposed plans for submission to the local authority for the machinery stores and note submission of the Non-Material Amendment at a cost of £368.83 + VAT
2. To consider the quotation for services to dismantle the machinery store at the sports field and the certified disposal of asbestos and agree the cost of £4,359.90 + VAT allocated to cost code 130
Information panels
1. To receive and approve the updated Welcome to Kirkbymoorside information panel, as part of Kirkbymoorside Community Support Group's project funded by York and North Yorkshire Combined Authority VSHS Fund

Flood Response & Resilience
1. Emergency Comms
  1. To consider matters arising from the January meeting, Minute 25160 as reported at the February meeting, Minute 25184
  2. To receive information regarding alternative radio rebroadcast techniques
  3. To receive the quotation for six no. hand held radios and micro mag antenna at a cost of £489.65 + VAT
  4. To agree any appropriate response and expenditure from the balance of Two Ridings Community Foundation Funds
2. To note North Yorkshire Resilience & Emergencies will be holding a Drop-in session at the Moorside Room on 14 April for local residents affected by flooding
3. To note 'Resilience to Major Incidents' will be addressed by North Yorkshire Resilience & Emergencies Team at the Parish Liaison meeting on 17 March
4. To consider and agree recommendations by the Environment Agency for Natural Flood Management (NFM) works in Manor Vale woodland, to be carried out in partnership with Kirkbymoorside Environment group volunteers
2026 Community Awards & Honours Board
1. To acknowledge the continued commitment to finance the event by RACK systems in the amount of £1500
2. Honours Board
  1. To consider any variations to the original design of the board and associated cost implications, if any
  2. To consider the draft layout
  3. To consider the cost of sign writing
3. To consider arrangements for the 2026 awards event and agree any appropriate action
Play Areas
1. To consider the cost of £350 for works to remove the trim trail at Old Road play area and make good the ground surfacing
2. To consider the annual expenditure of £500 for cleaning of all equipment at Old Road and Ryedale View play areas
3. To note re-application to the National Lottery Awards For All for grant funding for new play equipment at Ryedale View play area
Biodiversity
1. To consider designation of nature areas on the western boundary at Old Road play area, where suitable
2. To consider cutting the inside of the west boundary hedge at Old Road play area every two or three years only, where suitable
3. To consider inviting the sports clubs to propose suitable small areas at the sports field to be designated nature areas
To consider use of the Moorside Room, at no charge, for activities associated with the Mini-Police scheme organised by North Yorkshire Police in conjunction with Kirkbymoorside Primary School, the next being a mock court case on 15 May 2026
To consider reapplying to North Yorkshire Council for a review of the street lighting schedule with a view to reducing the number of all night lights in support of Dark Skies
To note arrangements for repairs to the town clock in All Saints' Church Tower, authorised by the Town Clerk in accordance with Standing orders, at a cost of £180 + VAT
To consider the request by Yorkshire Air Ambulance to host a clothing bank at the sports field
To receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters

To receive written application for the office of Town Councillor and co-opt the candidate to fill the existing vacancy
