  7. Financial matters
    1. To report accounts paid since the last meeting of the Council and to approve cheque payments according to the list provided
    2. To receive the Financial Summary to 30 September 2025
    3. To note the data protection fee of £52 for renewal of the Information Commissioners' Office registration, in accordance with GDPR/Data Protection Act 2018
    4. To consider miscellaneous expenditure:
      1. The cost of £150 payable to North Yorkshire Council for concessionary parking in Town Farm car park in support of the Christmas market
      2. The cost of £100 to purchase a refurbished Samsung smartphone and £10 for a 30GB Pay As You Go monthly SIM
  8. 2026/27 Budget
    1. To consider the 2026/27 Budget Monitoring Document
    2. To receive recommendations from the Finance Committee regarding the budget for 2026/27
      1. Revenue Budget 2026/27
      2. Capital Budget 2026/27
      3. allocation of £22,000 reserve funds to match grant funding for the project to replace the play equipment at Ryedale View
    3. To agree the budget for 2026/27 and determine the precept
  9. Insurance
    1. To note the Commercial Combined Insurance Policy is due for renewal on 1 November 2025
    2. To consider the recommended renewal quote (year 3 of the 3 year agreement), from Hiscox Insurance Company Limited, of £4,053.02 (including IPT and all fees)
    3. To note the Cyber Risk Insurance Policy is due for renewal on 27 November 2025
    4. To consider the recommended renewal quote from Coalition Risk Solutions Ltd of £384.88 (including IPT and all fees)
  10. Grass verge management
    1. To receive information from Holly Ramsden on the NYMNPA GrubsUp! project
    2. To receive the report by Cllr Dowie on the 2023-2025 wildflower verges project
    3. To receive observations and recommendations of In Bloom regarding the streetscape planting throughout Kirkbymoorside
    4. To discuss new ways forward with verge maintenance to continue to improve biodiversity
  11. Moorside Room
    1. To note completion of the works to install engineered wood flooring, pursuant to Minute 25088 date 15 September 2025
    2. To consider the cost of redecorating, works to include patching of the walls where needed and application of two coats of paint
      1. Option A £850 standard emulsion
      2. Option B £1250 more durable, waterproof or colour tinted finish
  12. To receive an update on the Path For Everyone project- Market Town Circular, A170 verge, West of Kirkbymoorside and consider any appropriate action
  13. Vibrant and Sustainable High Streets Fund Phase 2
    1. To note approval of the application to the Vibrant and Sustainable High Streets Fund Phase 2 and the grant offer of £35,662
    2. To consider the contract terms for financial management of the grant
  14. Sports field Development
    1. To receive the Phase II Feasibility Assessment and consider next steps
    2. To appoint Councillors as delegated representatives to the project
  15. To consider the 'Health & Safety Maintenance Package' offered by Sovereign Play at a single cost of £399 per site for 5 years coverage with biannual inspections
  16. To consider support of NYMNPA as an internationally recognised 'Dark Sky Reserve' and agree any appropriate action
