  3. Minutes and Matters Arising
    1. To receive and approve the minutes of the Meeting held on 18th February 2019
    2. To consider matters arising
  4. Public Session - to allow members of the public to make representations, ask questions and give evidence in respect of any items of business
  5. Discussions with Town, District and County Councillors in respect of questions already posed, and any new matters
  6. To consider financial matters:
    1. To approve cheque payments according to the list provided
    2. To receive the Financial Summary to 28 February 2019
    3. Councillors' Audit - To note that a review of the monthly financial reports, business continuity and the risk assessments have been carried out for quarter 3 to agree any recommendations to Council which may arise
    4. To review Internal Audit arrangements and timescales
    5. To review and agree the Internal Audit Terms of Reference
    6. To review the Risk Assessment Strategy and consider the financial and other risks facing the council and the internal and external controls in place for management thereof
    7. To review the value of items on the Council's Asset Register
    8. To agree the appointment of an internal auditor
  7. Traffic Concerns
    1. To receive the traffic survey reports in respect of West End and Westfields
    2. To note that pursuant to Minute 18217d. the survey reports have been submitted to NYCC Highways Authority for determination
    3. To note the response provided to MP Kevin Hollinrake by David Bowe, Corporate Director, NYCC pursuant to concerns raised by the Town Council regarding the 20mph criterion, detailed in Minute 18195 b. dated 21st January 2019
    4. To receive an advisory poster designed by the Traffic Group and to agree the wording 'supported by the Town Council' as a demonstration of the Town Council's support in principal of the groups objectives
  8. To consider and agree to cover the cost of installing a suitable hardstanding on the verge of the A170 westbound to accommodate a police speed van
  9. Old Road play area
    1. To receive information from the police in respect of the signage at the play areas and agree any appropriate action
    2. To receive information about the Keynsham Memorial Park lighting project
      1. To consider and agree to consult initially with neighbouring residents to determine their support of the installation of lighting at Old Road play area
    3. To receive quotations for the following improvements to the half basketball court:
      1. curved gallery wall constructed of galvanised steel posts and heavy duty mesh netting
      2. repair the surface to improve the bounce
    4. To consider and agree to undertake a public consultation to determine the interest in additional features, varied height hoops and educational panels, to enhance the outdoor Basketball court
    5. To note that there remains £4,787 in S106 funds and the deadline for the first round of applications is 10th May 2019 with determination on 25th July 2019
    6. To consider and agree to submit an application for S106 funding for the cost of the works detailed in 9c. I and II
  10. Sports Field
    1. To receive correspondence from the Kirkbymoorside Tennis Club detailing the proposal to renovate the Club premises to include the provision of water and drainage and agree a response
    2. To agree the 2019/20 Levies
  11. To consider and agree to undertake a management review of the Moorside Room

    1. To agree a date for the Kirkbymoorside Spring Clean 2019
    2. To consider and agree a ceiling figure to cover the cost of refreshements, to be provided by Summit Bakery, for the event participants, to be made available from the Moorside Room
  13. Pump Hill
    1. To consider and agree to exchange the exisiting triple litter bin at Pump Hill with the single litter bin at the skatepark
    2. To consider and agree the cost of purchase and supply of a commemorative bench to be installed at Pump Hill
  14. To note that a Joint Parish Council meeting will be held at 9.30am on 9th April 2019 at the NYMNPA offices in Helmsley and will include address of delays to the 4G/Emergency Services Network
  15. To receive correspondence from the British Weights and Measures Association
  16. To agree a date for the Town Meeting
  17. To receive the schedule of meetings for 2019/20
  18. Town Mayors Report
  19. Receive reports from Members representing the Town Council at meetings of outside bodies and on delegated matters
  20. To receive the Town Clerk's report

  22. To note the date of the next meeting on 15th April 2019 at 7.30pm in Church House
